Who They Were
In the 1790 edition of the Universal Directory of Great Britain, a Wyndham BRYER was listed as a Master & Commander. No county was given, nor an address, but the name is sufficiently unusual to make this Wyndham a likely candidate.
The Three Decks website has some interesting information about his naval service, including a list of the ships he commanded. In 1790, he commanded HMS Cygnet, a 14-gun sloop; in 1793 HMS Inspector (a 16 gun sloop); and in 1794 HMS Assurance (a 22-gun Ship of the Line).
As a midshipman, he served aboard HMS Lively under Captain Bishop, when they took the schooner Tartar off Cape Ann in New England. He gave evidence to a tribunal regarding the contents of the schooner on 19 Apr 1776. [ref. Naval Documents of the American Revolution].
