Who They Were
Louisa was the daughter of Charles Jonathan Newton, a master chimney sweep, and Emma Pruden. Arthur cared for horses seemingly his entire life. He was a stableman, ostler, and a horsekeeper (although by 1911 he was out of work). From the address given on his death certificate (129 St John's Road), I deduce that he died in Islington Workhouse Infirmary [My mother would be born in the same infirmary 6 years later]. The cause of death is given as Tabes Dorsalis, a form of neurosyphilis, which is a complication of late stage syphilis infection characterized by the slow degeneration of the neural tracts.
Louisa died from acute gastro-enteritis, dilatation of the heart and myocardial deterioration. Her death was registered by W Bryer, her son, who lived at 1 Luard Street Islington [presumably William Thomas].
Both Louisa and Arthur Charles John appear in the censuses up to 1891 and then drop out of sight.
I am still a little uncertain about Elsie Kate's marriage. There is only one Elsie Kate born to a BRYER that I can find, and the age given on the marriage certificate is 53 years, correct for having been born in May 1894, and the bride's father, Arthur Bryer (deceased) also matches. But the bride's father's occupation is given as Engineer's Machine Minder, which is at odds with every other piece of information about Arthur, who was a stableman/horsekeeper all his life.
Where They Lived
From at least February 1883 the family lived at 14 Tavistock Mews, St George Bloomsbury, a few doors away from Arthur's parents, later moving closer to them, to number 20. They were still living at number 20 in 1894.
By 1898, when William Thomas was born, they had moved to 51 Southampton Street Holborn, one of the short roads leading south from Covent Garden to the Strand.
In the 1901 Census, the family was still at 51 Southampton Street, and still expanding. Arthur was a horsekeeper, and Louisa was still having babies! With them also was Frederick Newton, adopted son, aged 3 born in the City of London.
In 1911, they had moved to 13 Albion Street King's Cross Islington, and Arthur was an out of work horsekeeper.
Their son Frederick Alfred died in Flanders in 1918, and the address of his parents at the time was given as 1 Luard Street, Caledonian Road, Islington.

At the time of his death Arthur and Louisa were still living at 1 Luard Street Islington, although Arthur died elsewhere (see above).
Louisa died in 1935, at Wyld Way Wembley, a residential street not far from Tokynton Park and Wembley Stadium.
